The Town and Country Planning Department was initially established as a small unit in 1948. In 1950, it gained independence and became a full-fledged department within the Housing Section of the Uttar Pradesh state government. The year 1962 marked the commencement of the Regional Planning Scheme through the department, which was included in the Central Assistance Scheme and later incorporated into the State Plan in 1969. During the fifth five-year plan, divisional planning sections were established at the headquarters of all state divisions. Additionally, separate offices were established for the preparation of the Redevelopment Plan and the master plan for the new Tehri Township. The Town and Country Planning Department plays a pivotal role in creating a well-structured framework for the future development of cities. At the local level, its key responsibilities encompass developing master plans for cities, regional plans for various areas, industrial plans, crafting layout maps for local authorities, and providing standard design and technical guidance. In the newly formed state of Uttarakhand (formerly Uttaranchal), two divisional planning sections within the Town and Country Planning Department were operational, with the allocation of 30 positions in accordance with Uttar Pradesh's letter No. 662/9-A-3-2003-34 N.N. dated 24 March 2003. Additionally, 20 non-mountain cadre positions were allocated. The department is responsible for formulating long-term master plans for regulated and development areas, tailored to the diverse geographical conditions of the state. These plans are designed to facilitate well-organized urban and rural development, the provision of essential facilities, adherence to established standards, efficient utilization of available resources, and the establishment of an eco-friendly development framework. The Town and Country Planning Department is committed and determined towards the planned development of the state.
